REQUEST FOR EXPRESSIONS OF INTEREST FOR CONSULTANCY FOR CONVEYANCING SERVICES FOR THE PURCHASE OF A CHANCERY FOR THE KENYA HIGH COMMISSION LONDON.
BACKGROUND INFORMATION
The Government of Kenya through the Ministry of Foreign and Diaspora Affairs mission is to project, promote and protect Kenya’s interests and image through innovative diplomacy, and contribute towards a just, peaceful and equitable world. The Ministry through Kenya High Commission seeks to purchase a Chancery for its use in London and desires to engage a firm to provide conveyancing services for purchase of the Chancery.
The Kenya High Commission now invites eligible firms to indicate their interest in providing the conveyance services. Interested Firms should provide information demonstrating that they have the capacity that meet the minimum specifications required. Detailed information on the objectives, scope, experience and qualifications for the assignment is as follows:
SPECIFIC OBJECTIVES/SCOPE OF WORK
The specific objectives and scope of work are:
1. Receive instructions from the Kenya High Commission, London and give initial legal advice on the steps to be undertaken and the time frame within which the transaction is expected to be completed.
2. Undertake due diligence including carrying out a title search on the property to establish the title register, title plan, and any encumbrance(s), Local authority searches, environmental searches, and other relevant checks to uncover any potential issues that may affect the property or the transaction.
3. Draft and/or review the terms and conditions of sales agreements.
4. Procure all completion documents and/or statutory approvals necessary to complete the transaction from any Government entity in accordance with all applicable UK laws.
5. Review the supporting sale documents, examine them and make necessary inquiries with the vendor’s solicitor(s), consider their responses, and thereafter provide comprehensive legal advice on the documents and information received.
6. Exchange the final contract/sale documents with the vendor’s solicitors and present the same to the Mission for execution.
7. Manage all financial aspects, including the transfer of funds (if applicable).
8. Liaise with the Mission and advise on Tax implications and filing requirements, including and not limited to stamp duties and any land tax filings.
9. Complete all required legal formalities for the transfer of ownership and/or lease agreements.
10. Complete the transfer of the property and registration of the title in the name of the Government of the Republic of Kenya.
11. To obtain and submit the ownership documents duly registered in the name of the Government of the Republic of Kenya.
12. Providing legal support in case of disputes and/or transactional complications.
13. To carry out any other task related to the transaction as may be assigned or necessary or instructed by the Kenya High Commission from time to time.
QUALIFICATION AND EXPERIENCE
1. Law firm profile including academic qualifications of at least three (3) conveyancing Partners/Associates;
2. Proof of Law firm's current Registration with the Solicitors Regulatory Authority;
3. Current practicing Certificates of the Partners and Associates dealing with the conveyancing;
4. Have at least five (5) years’ experience in conveyancing practice and Law; and
5. Proof of a valid Professional Indemnity cover.
The Kenya High Commission now invites eligible firms/individuals to indicate their interest in providing the conveyance services.
Interested Firms/individuals should provide information demonstrating that they have the capacity that meet the minimum specifications required.
Expressions of interest must be delivered in written form and in English language.

The expressions of interest shall be opened immediately thereafter at 1500hrs in the presence of applicants or their representatives who chose to attend at the Kenya High Commission London building, Boardroom.
